I think that all volunteer programs for churches and nonprofits should be planned initially before implementing.  In contrast, an organization that occasionally uses volunteers to stuff envelopes, might do a brief solicitation to recruit any volunteers that the organization can get and then do a very brief training, afterwards leaving the volunteers alone to perform their task.  However, an organization that is planning for their annual campaign may might be best served by outsourcing  to a qualified trainer or agency for a more comprehensive training program to ensure that all volunteers are well verse in the expectations.
